摘　　要：文章依托UNESCO数字遗产保护政策调查,明确公共记忆机构在其中的保护职责与行动框架。通过质性文本分析法对政策文本进行编码,提取关键要素,明确要素内涵与相互作用,构建包含基本概念、实施原则、保存程序、基础设施等4个层次的公共记忆机构数字遗产保护行动框架;基于框架内容分析整体特征,得出其面向公众利用,聚焦新型数字记录,遵循核心数字保存原则与重视前端要素设计的特征。文章提出未来在政策上可基于上述要点增加延展性思考,针对记忆机构需求、数字遗产特性拓展顶层设计与实践指导;面向框架内的内容缺漏,结合长期保存、保存伦理挑战,发掘记忆机构在数字遗产保护领域的更多可为之处。Through a survey of UNESCO’s digital heritage preservation policy,this paper identifies the preservation responsibilities and action frameworks of public memory institutions.By coding the policy text through qualitative textual analysis,it extracts key elements,clarifies the connotation and interaction of the elements,and develops an action framework for digital heritage preservation in public memory institutions focusing on basic concepts,implementation principles,preservation procedures and infrastructure.Based on a content analysis of the framework,the study shows that the policy is characterized by its orientation towards public access,its focus on new digital records,its adherence to the principle of core digital preservation and its emphasis on the design of front-end elements.The paper suggests that in the future,by thinking more broadly,relevant policies could extend the top-level design and practical guidance based on the needs of memory institutions and the characteristics of digital heritage.Meanwhile,it is necessary to explore more opportunities for memory institutions in the field of digital heritage preservation,in the light of the missing elements in the framework and the challenges of long-term preservation and preservation ethics.
