欧洲典型国家城乡建设绿色低碳发展现状趋势及对我国相关工作的启示

摘　　要：文章结合文献研究,深入分析对德国、荷兰和芬兰等欧洲典型国家城乡建设绿色低碳发展相关政策法规特点;同时,通过考察调研的方式,从建筑、城区(园区)和农村三方面,对上述国家在城乡建设领域绿色低碳技术发展应用的特点进行系统梳理。在此基础上,从法律法规完善、市场化推动机制建立、绿色低碳技术应用范围拓展、精细化设计运营和科技创新推动等5个方面,对我国相关工作开展中可借鉴的经验与启示进行提炼总结。Combined with literature research,this paper performs in-depth analysis to the features of policies and regulations of typical European countries pertaining to low-carbon development in urban and rural construction,such as Germany,the Netherlands and Finland,etc.;meanwhile,by means of inspection and investigation from three aspects,including building,urban area(garden area)and rural area,the features of green and low-carbon technical development and application in the domain of urban and rural construction in the abovementioned countries are systematically organized.From five aspects on that basis,including law and regulation perfecting,establishment of marketization promotion mechanism,extension of green and low-carbon technical application scope,fine design operation as well as pushing forward by scientific and technological innovation,the experience and inspiration that can be used in development of relevant work of China are refined and summarized.
