The Impact of Japan’s National Security Strategy on East Asian Security

摘　　要：日本岸田文雄内阁新版《国家安全保障战略》针对中国的军事指向明显;增强所谓“反击能力”的欲望强烈;介入台海的军事威慑意图更加明朗;强化日美同盟的同时,联手多国制衡中国的做法更加主动;加强武器装备研发、生产和出口的计划正在落实。该战略不仅难以确保日本的安全,反而会增加国家安全成本,降低安全质量,给邻国造成更大威胁。日本国家和国民安全面临的真正威胁在其国内,而非中国。“统一教”与“黑金政治”造成日本政局陷入前所未有的混乱,导致日本首个国家安全战略的制定者中枪身亡。日本政治、社会、生态安全问题严重,国际形象日趋恶化。所谓“严峻的国际环境”或许只能说明日本“新时代现实主义外交”的失策与失败。In December 2022,the Kishida Fumio Cabinet of Japan issued a new version of Na⁃tional Security Strategy,which is clearly directed at China’s in military term.It also shows a strong desire to enhance the so-called“counterattack capability”and the clearer intention of military deterrence to intervene in the Taiwan Strait.While strengthening the Japan-US alliance,it is more active to join hands with other coun⁃tries to check and balance China.Plans to strengthen research,development,produc⁃tion and export of weapons and equipment are being implemented.Compared with the history of peaceful development over the past 70 years since the end of the war,Japan’s new National Security Strategy will not ensure its national security,but will only increase the cost of security,reduce the quality of security,and pose an unprece⁃dented threat to its neighbors since the end of the war.In fact,the real threat to Ja⁃pan’s national security lies at home,not with China.Political scandals not only caused unprecedented chaos in Japan’s political situation,but also led to the death of the maker of Japan’s first national security strategy.Japan’s political,social and ecological security problems are serious,and its international image is deteriorating.The so-called“severe international environment”may only show that Japan’s“real⁃ist diplomacy in the new era”has its weakness and will come to failure.
