摘　　要：目的:海南省自由贸易港的建设正在逐步推进,封关运作后将实施“一线”放开、“二线”管住、岛内自由的政策制度,关于税收、入境、贸易及投资等方面的政策将发生改变,零关税制度、免签入境、极简审批等政策加快海南自由贸易港对外开放程度的同时,对于农产品的质量、贸易和监管也会带来一定的影响,为了更好地应对封关后带来的变化。方法:本文从海南自由贸易港封关的背景出发,分析了其对农产品质量安全及监管带来的影响。结果:研究发现封关运作会对海南省农产品的贸易、质量安全以及追溯带来一定程度的影响。结论:针对现有的农产品质量安全监管政策,提出相应的改进意见和政策建议,以期加强农产品质量安全监管的力度,更好地应对海南省自由贸易港封关后对农产品质量安全带来的影响。【Objective】The construction of Hainan free trade port is being gradually promoted,after the customs clearance operation the"first line"liberalization,"second line"control,the island free policy system will be carried out.Policies on taxation,entry,trade,and investment will be changed.The zero-tariff system,visa-free entry,minimalist approval,and other policies accelerate the degree of openness of Hainan free trade port to the outside world,at the same time,the quality,trade,and regulation of agricultural products will also be impacted.To better cope with the changes brought about by the customs clearance operation.【Method】This paper started from the background of the customs clearance operation of Hainan free trade port,and analyzed its impact on the quality assurance and supervision of agricultural products.【Result】The study found that the customs clearance operation will bring a certain degree of impact on the trade,quality and safety,as well as the traceability of agricultural products in Hainan Province.【Conclusion】In view of the existing policies on the supervision of agricultural product quality assurance,corresponding improvement opinions and policy recommendations are put forward,with a view to strengthening the supervision of agricultural product quality assurance and better coping with the impacts on the quality assurance of agricultural products brought about by the customs clearance operation of the free trade port in Hainan province.
