典型城镇规划区规划方案环境合理性综合论证——以广州某规划区为例

摘　　要：为了最大限度地减少城市规划对自然生态环境的破坏,保证对资源的合理开发利用,协调经济发展和环境保护之间的关系,城市规划前期需要开展规划环境影响评价。通过论述规划区与相关环境保护政策法规相符性,估算水、大气及生态环境容量,评估土地、能源、水资源的可承载能力,对规划区的规划目标、建设规模、布局和产业结构进行环境合理性分析,并提出了规划区不符合相关环境保护政策法规要求和规划布局会造成明显环境影响之处的优化调整建议。调整建议有助于规划区预防环境污染,加强环境管理,实现污染物总量控制和达到预定的环境质量目标,最终实现区域社会经济的可持续发展。In order to minimize the damage of urban planning to the natural ecological environment,ensure the rational development and utilization of resources,and coordinate the relationship between economic development and environmental protection,it is necessary to carry out planning environmental impact assessment in the early stage of urban planning.By discussing the compliance of the planning area with relevant environmental protection policies and regulations,this paper estimates the capacity of water,atmosphere and ecological environment,evaluates the carrying capacity of land,energy and water resources,and analyzes the environmental rationality of the planning objectives,construction scale,layout and industrial structure of the planning area.The optimization and adjustment suggestions of the planning area which does not meet the requirements of relevant environmental protection policies and regulations and the planning layout that will cause obvious environmental impact are put forward.The adjustment suggestions are helpful for the planning area to prevent environmental pollution,strengthen environmental management,achieve total pollutant control and predetermined environmental quality targets,and finally realize the sustainable development of regional social economy.
