重庆市南岸区重点源固体废物防治及现状对策

摘　　要：开展“无废城市”建设已经成为提高固体废物现代化治理体系和治理能力的重要抓手。以重庆市南岸区为研究区,以环境统计数据为依据,针对其重点工业固体废物产生量、综合利用量、处置量等数据开展分析,研究得出南岸区一般工业固废重点行业为通用设备制造业,重点区域为长生桥镇和花园路街道;危险废物重点行业为汽车制造业,重点区域为南坪街道和长生桥镇。结合实际情况,建议南岸区在加强重点行业和区域管控基础上,通过强化源头减量、健全收贮体系、建立分级管理机制、加强政策引导等针对性防治对策,以实现“无废城市”理念下固体废物科学管理。Carrying out the construction of"waste free cities"has become an important means to improve the modern management system and capacity of solid waste.Taking Nan'an District of Chongqing as the research object,based on environmental statistical data,this paper analyzes the data on the generation,comprehensive utilization,and disposal of key industrial solid waste in Nan'an District.The study concludes that the key industry for general industrial solid waste in Nan'an District is the general equipment manufacturing industry,and the key areas are Changshengqiao Town and Huayuan Road Street;The key industries for hazardous waste are automobile manufacturing,and the key areas are Nanping Street and Changshengqiao Town.Based on the actual situation in the region,it is recommended that Nan'an District strengthen the control of key industries and regions,and implement targeted prevention and control measures such as reducing emissions at the source,improving the collection and storage system,establishing a hierarchical management mechanism,and strengthening policy guidance,in order to achieve scientific management of solid waste under the concept of"waste free cities".
