摘 要:包容性是我国社会保障制度建设的典型特征,表现为“多点试错”的政策探索、“海纳百川”的意见吸收和“多元多样”的制度构建。包容性社会保障过于灵活、分散的特点,不利于制度的统一实施、规范运行和可持续发展。从“包容并蓄”走向“统一规范”,是社会保障高质量发展的必然要求,也是中国式社会保障现代化的必由之路。为此,需整合社会保障资源,理顺社会保障机制,赋能科学技术,优化管理服务,筑牢社会保障“统一规范”的制度基础,提升社会保障“统一规范”的治理水平,形成社会保障新质生产力,推动我国社会保障事业高质量发展。Inclusiveness is a typical feature of the construction of China’s social security system,manifested in policy explorations with“trial and error”approaches,the absorption of diverse opinions with a mindset of“embracing all rivers”,and the construction of diverse institutional frameworks.The overly flexible and decentralized nature of inclusive social security is not conducive to the unified implementation,standardized operation,and sustainable development of the system.Moving from“inclusive coexistence”to“unified standardization”is an inevitable requirement for the high-quality development of social security and the path to the modernization of Chinese-style social security.Therefore,it is necessary to integrate social security resources,streamline social security mechanisms,empower scientific and technological advancements,optimize management services,establish a solid institutional foundation for the“unified standardization”of social security,enhance the governance level of social security“unified standardization”,foster new quality productive forces in social security,and promote the high-quality development of China’s social security undertakings.
