层级治理体系下的政策再生产、注意力配置与政策效应——基于双重机器学习模型的数字乡村政策执行研究

摘　　要：政策再生产作为政策制定与政策执行的中间环节,是我国层级治理体系下实现顶层设计统一性与地方情境特殊性整合的关键机制。为回应当前对政策再生产政策效应及其内在机制探究不足的局限,本研究结合新制度理论和注意力基础观理论,构建了“政策再生产—注意力配置—政策效应”的整合分析框架,并基于数字乡村政策执行情境,引入双重机器学习模型(DML),实证检验了省级政府数字乡村政策再生产的政策效应以及地市级政府注意力配置的中介效应。研究发现,政策再生产与数字乡村建设水平之间呈现倒U形关系,且省级政府政策再生产的正向影响大于负向影响,呈现“非对称”性。进一步因果中介效应检验发现,地市级政府注意力配置在政策再生产对数字乡村建设水平的影响中发挥正向中介作用。因而,应从政策属性、组织权责和府际利益等层面合理调控政策再生产的边界与限度,注重提升政策设计与政府注意力的适配度,从而实现层级落实过程中政策绩效的稳定提升。As the intermediate link between policy formulation and policy implementation,policy reproduction is the key mechanism to realize the unity of top-level design and the particularity of local context under our hierarchical governance system.In response to the current research limitations on the policy effect and its internal mechanism of policy reproduction,this study combines the new institutional theory and the theory of attention base view to construct an integrated analysis framework of“policy reproduction-attention allocation-policy effects”.Based on the implementation situation of the digital rural policy,a dual machine learning model(DML)was innovatively introduced to empirically test the policy effect of the reproduction of the digital rural policy of the provincial government and the intermediary effect between the attention allocation of the prefecture-level government.It is found that there is an“inverted U-shaped”relationship between policy reproduction and the level of digital rural construction,and the positive impact of provincial government policy reproduction is greater than the negative impact,showing an“asymmetric”character.Further testing of the causal mediating effect shows that the attention allocation of prefecture-level government plays a positive mediating role in the influence of policy reproduction on the construction level of digital countryside.Therefore,we should reasonably regulate the boundaries and limits of policy reproduction at the levels of policy attributes,organizational powers and responsibilities,and intergovernmental interests,and pay attention to improving the compatibility between policy design and government attention,so as to achieve stable improvement of policy performance in the process of hierarchical implementation.
