摘　　要：在当前复杂严峻的宏观经济形势下,财政应该发挥积极作用,积极的财政政策要适度加力、提质增效。在增强宏观政策取向一致性方面,财政要有所为,提早介入政策制定,综合运用财政政策工具,注重政策实施绩效。在“稳预期”方面,要先“稳财政”,保持政策连续性、稳定性、可持续性,发挥好政策信号作用,切实解决企业困难。同时,要巩固和壮大财政,坚持依法治税,谋划好新一轮财税体制改革,并严防各类风险转为财政风险。In the face of complex and severe macroeconomic environment,fiscal policy should play an active role.We should appropriately enhance the intensity of our proactive fiscal policy and improve its quality and effectiveness.To enhance the consistency of macro policy orientation,fiscal policy must take decisive action,intervene promptly in the policy formulation process,and comprehensively utilize fiscal instruments,focusing on improving the performance of policy implementation.To"stabilize expectations",it is essential to first"stabilize the fiscal foundation",maintaining the continuity,stability,and sustainability of policies,and effectively serving as a clear signal for the market to truly address the difficulties faced by enterprises.At the same time,it is necessary to consolidate and strengthen fiscal resilience,uphold the rule of law in taxation,plan for new reforms for the fiscal and tax system,and strictly prevent various risks from turning into fiscal risks.
