森林保险财政补贴机制的研究述评

摘　　要：本文对已有森林保险财政补贴相关文献进行梳理发现,已有文献对森林保险财政补贴理论依据、激励作用机制、补贴模式以及补贴效应等进行了研究,但仍缺少基于需求与供给双重视角的系统性分析,且未能构建森林保险财政补贴理论分析框架,对合理的补贴规模和补贴责任划分等问题进行分析测度。未来关于森林保险财政补贴的研究需要在全面评估森林保险财政补贴政策效果与效率的基础上,以基于需求方和供给方的双重视角的最优补贴规模测算为核心主线确定最优补贴规模,并基于此设计森林保险差异化财政补贴标准,进而完善央地补贴责任划分,为财政补贴政策的优化提供参考。This paper reviews the existing literature on financial subsidies for forest insurance.The study finds that while existing literature has examined the theoretical basis,incentive mechanisms,subsidy models,and subsidy effects of financial subsidies for forest insurance,there is still a lack of systematic analysis based on both the demand and supply perspectives.Furthermore,it has not constructed a theoretical analysis framework for forest insurance financial subsidies to analyze and measure issues such as reasonable subsidy scales and subsidy responsibility divisions.Future research on forest insurance financial subsidies needs to comprehensively assess the effects and efficiency of the financial subsidy policies for forest insurance,determine the optimal subsidy scale with the optimal subsidy scale calculation based on the dual perspectives of demanders and suppliers as the core thread,and design differentiated financial subsidy standards for forest insurance accordingly.
