摘　　要：铁路工程具有建设地域广、项目环境复杂、分部分项工程多等特点,当前各参建单位严格遵守“先勘察后设计再施工”的工作原则。因此,勘察设计工作作为整个铁路建设工程的“领航员”,其成果质量很大程度上影响了后期工程施工质量以及铁路运营安全。以国家质量强国战略、铁路行业质量监管形势为切入点,基于勘察设计企业视角,分别对勘察、设计、配合施工等不同阶段存在的质量管理问题进行分析研究,并提出进一步提升铁路项目勘察设计质量的管理措施和建议,可为今后铁路工程勘察设计质量管理工作提供一定参考。Railway engineering has the characteristics of wide construction area,complex project environment,and many sub-projects.At present,all participating units strictly abide by the principle of“survey firstly,design secondly,construction lastly”.Therefore,the survey and design work as the“navigator”of the whole railway construction engineering,the quality of its results to a great extent affect the later construction quality and railway operation safety.This paper takes the national quality strategy and the railway industry supervision situation as the breakthrough point,which based on the perspective of survey and design enterprise,analyzing and studying the quality control problems that existing in different stages of survey,design and construction.It also puts forward management measures and suggestions for improving the quality of railway project survey and design,which can provide certain reference for the quality management of railway engineering survey and design in the future.
