摘　　要：随着我国进入新时代,国家对高等教育人才的培养质量提出更高的要求。如何建立科学有效的教学质量评价体系是每个高校都要解决的紧迫问题。《深化新时代教育评价改革总体方案》中指出,教育评价事关教育发展方向,有什么样的评价指挥棒,就有什么样的办学导向。各高校要深刻理解并深入贯彻落实习近平总书记关于教育的重要论述,努力完善教学质量评价体制机制,扭转不科学的教育评价导向。该文分析“督”和“导”的含义、属性、职能,并结合其内在规律,系统阐述本科教育教学督导工作的职责、理念、督与导的辩证关系,认为要以导为主,督导结合,因“校”制宜做好本科教育教学督导工作。With the society entering a new era,the country has higher requirements for the quality of training talents in higher education.How to establish a scientific and effective teaching quality evaluation system is an urgent problem that every university should solve.In the"Overall Plan for Deepening the reform of Educational Evaluation in the New Era",it is pointed out that educational evaluation is related to the direction of education development,and what kind of evaluation baton is there,what kind of school guidance is there.Universities should have a deep understanding for important discussions of Chinese President Xi Jinping about education,striving to improve the teaching quality evaluation system and mechanism,revering the unscientific orientation of educational evaluation.This paper analyzes the meaning,attributes and functions of"supervisor"and"guide"respectively,and combined with their internal laws,systematically expounds the responsibility,concept and supervision relationship of undergraduate education and teaching supervision,and believes that guidance should be the main,supervision should be combined,so that"school"can do a good job in undergraduate education and teaching supervision.
