摘 要:通过水上交通事故分类统计比较研究,进一步规范水上交通事故的统计范围和边界,细化统计分类,为事故成因分析提供详实数据,采用皮尔逊相关系数和回归分析模型,对风灾事故等两变量之间存在中等偏强的正相关关系统计指标应予以提级统计,作为重点预防性指标,细化分类考核监控。对总量不具有统计学上显著性影响或仅存中强正相关关系的水工作业安全事故、非工作状态人员死亡、失踪事故应予降级统计合并分类考察。探讨事故分级分类统计必要性,以便通过系统数据分析采取针对性监管措施。In order to further standardize the statistical scope and boundaries of water traffic accidents,refine statistical classification,and provide detailed data for accident cause analysis,this paper conducts a comparative analysis on the classified statistics of water traffic accidents.It adopts the Pearson correlation coefficient and regression analysis model and suggests that statistic should be upgraded in view of the statistical indicators with moderate to strong positive correlation between two variables,and such indicators should be used as key preventive indicators to refine classification assessment and monitoring.Maritime operation safety accidents and non-working state personnel death or missing accidents that do not have a statistically significant impact on the total amount or only have a moderate to strong positive correlation should be downgraded for the purpose of statistics and classified for examination.The paper also probes into the necessity for graded and classified statistics of accidents,aiming to adopt proper regulatory measures based on systematic data analysis.
