新中国成立前后皖南地区的匪患治理研究

摘　　要：新中国成立前后,皖南地区匪患的形成既与民国历届政府未能根除匪患密切相关,又是国民党反共计划的直接产物。匪徒袭击皖南中共党政机关,劫掠物资,制造反动谣言和武装暴乱,给解放区造成巨大的危害。皖南区委和人民政府通过军事打击和政治瓦解相互配合,积极动员群众参与剿匪斗争,在较短的历史时期内便肃清了皖南匪患。中共通过剿灭皖南匪患,挫败了国民党破坏解放区的计划,有效镇压了封建势力,保证了政权建设等各项工作顺利进行。皖南剿匪斗争的成功经验表明,应对重大社会危机需要政府保持坚定的意志和战略定力,依据实际情况灵活施策,更需要积极动员人民群众参与社会治理。Before and after the founding of the New China,the formation of bandits in Southern Anhui province was closely related to the failure of successive governments of the Republic of China to eradicate bandits and was also a direct result of the Kuomintang’s anti-Communist plans.Bandits attacked the Communist Party of China and government agencies in Southern Anhui,looted supplies,spread reactionary rumors and incited armed uprisings,causing significant harm to the liberated areas.The Southern Anhui District Party Committee and People’s Government cooperated through military attack and political disintegration,actively mobilized the people to participate in anti-banditry struggles,and effectively wiped out bandits in Southern Anhui within a relatively short historical period.The Communist Party of China,by eliminating bandits in Southern Anhui,thwarted the Kuomintang’s attempts to undermine the liberated areas,effectively suppressed feudal forces,and ensured the smooth progress of various tasks including the building of political power.The successful experience of anti-banditry struggles in Southern Anhui demonstrates that addressing major social crises requires the government to maintain firm determination and strategic resolve,adapt policies flexibly based on actual conditions,and actively mobilize the people to participate in social governance.
