摘　　要：我国新型智库建设正处于由数转质的关键时期,何以有效提升政策研究能力成为其发展过程中亟待破解的难题。大数据是新型智库开展政策研究的重要工具,为新型智库转变研究理念提供关键抓手,能够有序推动新型智库政策研究方式和理念的创新改革。作为新型工具,大数据技术能够提升新型智库政策研究能力,成为推动新型智库高质量发展的新动能,并有助于新型智库精准识别政府部门的决策需求、精准开展研究、实现研究成果转化。新型智库应强化自身的大数据思维理念,革新调查方式及创新人才培养制度,构建完善政策研究的数据平台,以促进公共政策研究的精确性和高效性。The construction of new-type think tanks in China is currently in a critical period of transitioning from quantitative to qualitative analysis,and effectively enhancing policy research capabilities has become an urgent problem that needs solving during their development process.Big data serves as an important tool for new-type think tanks to conduct policy research,providing a key lever for transforming their research concepts,and promoting orderly innovative reforms in policy research methods and concepts.As a new tool,big data technology can enhance the policy research capabilities of new-type think tanks,becoming a new driving force for their high-quality development,and assisting new-type think tanks in accurately identifying the decision-making needs of government departments,conducting precise research,and achieving the transformation of research outcomes.New-type think tanks should strengthen their big data thinking,innovate their investigative methods and talent training systems,and build and improve the data platform for think tank policy research,to promote precision and efficiency in think tank policy analyses.
