摘 要:为提升黄河山东段水资源承载力,进一步推动黄河水资源对山东省经济社会发展发挥促进作用,本文在“四水四定”原则下,通过数学模型将水资源承载力数量化,得出山东省引黄城市黄河水资源承载力正在下降的结论,并提出构建评价体系以促进供需均衡、锚定节水方向完善水定额管理体系以提高水资源利用率、推动水系管理共建加强水环境保护以实现水资源可持续利用等措施来提升水资源承载力。To enhance the water resources carrying capacity of the Yellow River in Shandong Province and further leverage its role in promoting social-economic development,this paper,guided by the“Four Water Determinations”principle,quantifies the water resources carrying capacity through mathematical modeling.It concludes that the water resources carrying capacity of the Yellow River in Shandong’s diversion cities is declining.The paper proposes measures to improve water resources carrying capacity,including establishing an evaluation system to promote supply-demand balance,anchoring water-saving directions,improving water quota management systems to enhance water resources utilization efficiency,and strengthening water environment protection through collaborative water system management to achieve sustainable water resources utilization.
