摘　　要：2019年中共中央、国务院颁布《关于保持土地承包关系稳定并长久不变的意见》,成为保障农民土地承包权益的重要纲领,也是推进乡村振兴战略实施的重要举措.《意见》中明确了要保持土地集体所有、家庭承办经营的基本制度长久不变,在二轮承包到期后可再延长30年,促使农村土地承包期限延长,达75年,通过"增人不增地、减人不减地"的政策,切实维护农民的土地承包权益.为探讨如何高效落实农村土地承包再延长30年政策,本文以对该政策的理解为引线,分析了政策提出的重要意义,落实过程中存在的困境以及改进策略,以望具有指导意义.In 2019,the Central Committee of the Communist Party of China and the State Council issued the"Opinions on Maintaining Stable and Long lasting Land Contract Relations",which became an important program to protect farmers'land contract rights and interests,and also an important measure to promote the implementation of rural revitalization strategy.The Opinion clearly states that the basic system of collective ownership of land and household management should be maintained for a long time.After the expiration of the second round of contracting,it can be extended for another 30 years,promoting the extension of the rural land contracting period to 75 years.Through the policy of"increasing people without increasing land,and reducing people without reducing land",the land contracting rights of farmers should be effectively safeguarded.In order to explore how to efficiently implement the policy of extending rural land contracting for another 30 years,this article takes the understanding of this policy as the lead,analyzes the important significance of the policy proposal,the difficulties in the implementation process,and improvement strategies,hoping to have guiding significance.
