农业社会化服务的整合式供给及其动力机制——以皖东Q县为例

摘　　要：农业社会化服务体系的发展是我国实现农业现代化的重要支撑。基于典型案例分析,探讨了农业社会化服务的整合式供给及其动力机制。研究发现,农业社会化服务整合式供给区别于传统的分散式供给模式,主要体现在服务主体的规模化、服务内容的系统化以及服务方式的个性化三个方面。在农业社会化服务的整合式供给实现过程中,农业规模经营构成了前提条件,各类服务主体之间的竞争是催化因素,地方政府则提供了政策或制度保障。农业社会化服务的整合式供给推动了以新型农业经营主体为中心的服务供给模式的形成,助力了新型农业经营主体的发展,但是却对小农户的发展带来了意外的负面后果。鉴于此,应该从三方面着手优化:提升小农户的组织化程度,加强对社会化服务主体的引导,加大对各类经营主体的支持力度。The development of agricultural socialized service system is an important support for China’s realization of agricultural modernization.Based on typical case studies,this paper discusses the integrated supply of agricultural socialized services and its dynamic mechanism.It is found that the integrated supply of agricultural socialized services is different from the traditional decentralized supply model,which is mainly reflected in three aspects:large scale of service subjects,systematization of service content and personalization of service methods.In the process of realizing integrated supply of agricultural socialized services,agricultural scale operation constitutes a prerequisite,competition between various service subjects is the catalyst,and administrative forces provide policy or institutional guarantees.The integrated supply of agricultural socialized services has promoted the formation of a service supply model centered on new agricultural business entities,helping the development of new agricultural business entities,but it has unexpected negative consequences to the development of small farmers.In view of this,we should start to optimize from three aspects:improve the degree of organization of small farmers,strengthen the guidance of social service subjects and strengthen support for various types of business entities.
