摘  要:中国向世界承诺用10年实现碳达峰,再用30年实现碳中和,任务非常艰巨,面临着能源消费量大、能源结构偏煤、碳控排基数大等诸多挑战。为此,必须向纵深推进“四个革命、一个合作”能源安全新战略。根据各方解读,新型能源体系初步归纳为能源结构新、系统形态新、产业体系新、治理体系新、体制机制新、监管方式新“六新”特点。综合考虑新能源体系建设,提出“十个坚持”以助力实现“双碳”目标。具体措施包括:确保能源供应安全稳定,加快能源绿色低碳转型,节约优先提升能效,多能互补协同融合发展,提升能源产业数智化水平,发展集中式和分布式能源,推动乡村能源革命,攻克关键核心技术装备,发展综合能源服务产业,推动“一带一路”高质量发展。China promised the world to reach carbon peak in 10 years and carbon neutrality in another 30 years.To complete this tremendous task,the nation faced a series of challenges,such as high energy consumption,coal-focused energy structure and a large base number for carbon discharge control.Therefore,it is necessary to accelerate the efforts to carry out the new energy security strategy called“Four Reforms and One Cooperation”.Based on understanding from the related parties,the new-type energy system can be preliminarily summarized as new energy structure,new shape of system,new industrial system,new treatment system,new structuring mechanism and new regulation method.This paper takes into account construction of the new energy system as a whole and puts forward 10 measures to help fulfillment of the carbon peak and carbon neutrality goals.They include ensuring the stability of energy supply security,accelerating green and low-carbon energy transition,giving priority to energy saving for higher efficiency,coordinated and integrated development of multi-energy complementation,improving the digital and intelligent level of the energy industry,developing concentrated and distributed energy,promoting rural energy revolution,overcoming the bottlenecks of key technologies and equipment,developing comprehensive energy service industry,and fueling“the Belt and Road”high-quality development.
