我国体育组织善治理念重述与路径构建

摘　　要：自党的十八届四中全会提出“立良法以行善治”的重要命题以来,我国逐渐形成具有中国特色的善治理论,人们不禁反思中西方语境下体育善治内涵是否相同,体育组织实现善治的路径是否相同。通过文献资料、比较研究、案例分析等研究方法,分析西方语境下体育善治的自治基础,反思西方体育善治改革的实效问题,认为我国体育组织善治改革不能照搬西方体育善治模式。阐述中国特色体育善治的内涵,指出坚持党的领导、坚持共建共治共享与坚持自治法治德治的有机统一是中国特色体育善治的指导思想。认为构建具有中国特色的体育组织善治之路,应坚持党的领导,发挥政治优势;要全面深化体育管理机制改革,健全体育组织自治制度;体育组织需优化内部治理,提升自治能力。Since the fourth Plenary Session of the 18th CPC Central Committee put forward the important proposition of“establishing good laws to govern by doing good deeds”,China has gradually formed a good governance theory with Chinese characteristics,which can not help but make people reflect whether the connotation of good governance in sports is the same in the context of China and the West and whether the path of sports organizations to achieve good governance is the same.Through the method of literature,comparative study,and case analysis,this paper analyzes the self-governing basis of good governance of sports in the Western context,reflects on the effectiveness of the reform of good governance of sports in the West,and holds that the reform of good governance of sports organizations in China cannot copy the western model of good governance of sports.This paper expounds the connotation of good governance of sports with Chinese characteristics and points out that the guiding ideology of good governance of sports with Chinese characteristics is to adhere to the leadership of the Party,to adhere to the organic unity of co-construction,co-governance,and sharing,and to adhere to the rule of law and virtue of autonomy.The author thinks that the way to build sports organizations with Chinese characteristics should adhere to the leadership of the party and give full play to political advantages.It is necessary to comprehensively deepen the reform of sports management mechanisms and improve the self-governance system of sports organizations.Sports organizations need to optimize internal governance and enhance self-governance.
