数智治理视域下智慧政府建设的动因、逻辑和路径

摘　　要：数智治理以数智技术和智慧治理的融合机理重塑政府智慧化转型之路。经由政务数据共享显著、技术迭代创新、政府履职能力升级、政策体制保证深入阐发数智治理视域下智慧政府研究的动因导向。遵循整体性、生态性、智慧性及包容性的逻辑脉络为提振智慧政府建设形成全新格局,最后以兼顾好“技术-制度”的平衡发展、缜密布局数智治理的伦理边界、持续明晰数智治理的价值认知等方面进行路径探究,不断为智慧政府建设带来新的认知范式和价值参考。Digital governance reshapes the road of the digitisation of government through the integration mechanism of digital technology and intelligent governance.The research on smart government in the field of digital governance is deeply explored with motivations and directions driven by significant government data sharing,iterative technological innovation,upgrading of government performance capabilities,and policy system guarantees.Following a logical context of integrity,ecology,intelligence,and inclusiveness,a new pattern is formed to boost the construction of smart governments.Finally,the path is explored by balancing“technology and system”development,meticulously planning the ethical boundaries of digital governance,and continuously clarifying the value recognition of digital governance,continuously bringing new cognitive paradigms and value references to the construction of smart governments.
