海外中国干部制度研究述评——以党的十八大以来三大海外中国研究期刊为样本

摘　　要：伴随着全面深化改革和全面从严治党的推进,我国的各项政治制度不断完善,干部人事制度也发生了深刻变革。通过梳理2012—2023年《中国季刊》《中国研究》和《当代中国》发表的相关文献发现,海内外学界对干部制度的研究持续深入,研究范围不断扩大,研究成果日渐丰硕。在研究主体方面,美国、英国和新加坡等国家和地区的相关学者对中国干部制度的研究热情不断提升;国内部分学者也在海外发文,积极推进中国本土的政治话语传播。在研究领域方面,学者们主要围绕干部的选拔任用、教育培训、考核评价和监督管理等多个方面展开研究,研究主题多元化、微观化趋向越来越明显。在研究特色方面,海外中国干部制度研究注重基于田野调查开展定性研究,同时也有一定的定量研究,并结合了多学科视角进行分析。Accompanied by comprehensively deepening reform and comprehensively strengthening Party discipline,China's political systems have been continuously improved.The cadre and personnel system has also undergone profound change.By combing the relevant literature published in The China Quarterly,The China Journal and Journal of Contemporary China from 2012 to 2023,it is found that research on cadre systems in academic circles at domestic and abroad has continued to be in-depth,the scope of the research has been expanding,and the research results have become more and more fruitful.In terms of research subjects,scholars in countries and regions such as the United States,the United Kingdom and Singapore are increasingly enthusiastic about the research of Chinese cadre system.Some domestic scholars have also published articles overseas,actively promoting the dissemination of Chinese local political discourse.In the field of research,scholars mainly focus on the selection and appointment,education and training,assessment and evaluation,supervision and management,etc.The tendency of diversification and microscopization of the research theme is becoming more and more obvious.In terms of research characteristics,the research of overseas Chinese cadre system focuses on qualitative research based on fieldwork as well as some quantitative research.These researches are usually conducted from different disciplinary perspectives.
