开放共享协同:《中华人民共和国档案法实施条例》背景下综合档案馆利用服务能力提升研究

摘　　要：在《中华人民共和国档案法实施条例》出台背景下,综合档案馆要进一步提高档案利用服务能力与服务水平。其对档案利用服务工作提出践行人民为中心的服务理念、明确配套服务责任机制和创新档案资源共享方式三项要求。同时,提出档案馆利用部门要提升档案开放数据质量、建立利用服务事项清单和丰富利用制度供给;推进数字档案馆(室)远程利用、创新档案利用“服务+N”模式;并在区域协同、接诉即办和一网通办的城市治理背景下指明下一步档案利用服务协同的三个发展方向。The introduction of the Implement⁃ing Regulations of the Archives Law of the Peo⁃ple's Republic of China requires improving the ca⁃pacity and level of the utilization service of the comprehensive archives in China.The Implement⁃ing Regulations have put forward three require⁃ments for the archives utilization service which in⁃clude practicing a people-centered service con⁃cept,clarifying the accountability mechanism of supporting service,and innovating the way of sharing archival resources.The Implementing Regulations have also put forward requirements to improve the quality of open archival data,devel⁃op a list of utilization service items and enrich the institutional supply of utilization service.Addition⁃ally,promoting the remote utilization of digital archives and innovating the mode of"service plus N"of archival utilization are necessary.The paper also points out that archives utilization service can develop in the way of collaborative gover⁃nance involving regional synergy,swift response to public complaints and unified online govern⁃ment service.
