摘　　要：《“十四五”文化发展规划》中明确提出坚持固本培元和守正创新的文化发展总体要求。依托地方特色档案资源传承地方文化,是增强地方文化吸引力和感召力的有效途径,也是塑造城市记忆的关键。理性阐释地方特色档案资源开发促进地方文化传播的价值基点,探索地方特色档案资源开发与地方文化传播深度融合的实践路径,对传承地方文化、构建文化认同、凝聚人心、彰显地方文化精神内核和推进文旅融合发展具有重要现实意义。The Cultural Development Plan for the 14th Five-Year Plan Period clearly puts for⁃ward the overall requirements of cultural develop⁃ment,which are consolidating the foundation and upholding fundamental principles and break⁃ing new ground.Relying on archival resources with local characteristic to inherit local culture is an effective way to enhance the attraction and appeal of local culture,and it is also the key to shaping urban memory.Rationally explaining the values of promoting the dissemination of local culture through the development of archival re⁃sources with local characteristic,and exploring the path of deep integration of development of archival resources with local characteristic and dissemination of local culture are of great signifi⁃cance to inherit local culture, build cultural identi⁃ty, unite people, highlight the spiritual core of lo⁃cal culture and promote the integrated develop⁃ment of culture and tourism.
