摘　　要：通过梳理分析北宋富弼在任青州知州期间救济安置黄河流民的现存公牍文字和相关史料,分析其成功救灾的原因,研究其对北宋传统救灾模式的改革创新,为中国古代救荒史研究和当代救灾工作提供参考。By analyzing the existing official documents and relevant historical materials of Fu Bi during his tenure as governor of Qingzhou in the Northern Song Dynasty,the reasons for his successful disaster relief were analyzed,and his reform and innovation of the traditional disaster relief model in the Northern Song Dynasty were studied.This provides valuable reference for the study of ancient Chinese disaster relief history and contemporary disaster relief work.
