关于加强基层生态环境应急能力与污染防治建设的探究

摘　　要：新型工业化进程中环境污染问题日益凸显,各类突发性污染事件频发,给基层环保部门的监测与应急能力带来了严峻的考验。针对这一困境,本文提出以下对策:第一,加大监测技术和设备投入,通过技术创新提升监测仪器的性能,增强基层部门快速、准确应对污染事件的能力。第二,完善污染防治管理体系,统筹推进源头防控和治理措施,区分不同污染源的特点并采取针对性地治理。第三,广泛动员社会共治力量,增强公众环保意识,加强信息公开透明度,充分发挥公众的监督作用。这些建议旨在全面提升基层环保部门的应急处置与监管水平,有效管控各类污染源,确保生态环境质量,实现经济社会的可持续健康发展。The environmental pollution problem in the process of new industrialization is becoming increasingly prominent,and all kinds of sudden pollution incidents occur frequently,which has brought a severe test to the monitoring and emergency response capabilities of the grassroots environmental protection departments.In response to this dilemma,this article puts forward the following countermeasures:First,increase investment in monitoring technology and equipment,improve the performance of monitoring instruments through technological innovation,and enhance the ability of grass-roots departments to quickly and accurately respond to pollution incidents.Second,improve the pollution prevention and control management system,make overall plans to promote source prevention and control and treatment measures,and distinguish the characteristics of different pollution sources and adopt targeted treatment.Third,widely mobilize social co-governance,raise public awareness of environmental protection,strengthen the transparency of information disclosure,and give full play to the role of public supervision.These suggestions aim to comprehensively improve the emergency response and supervision level of grass-roots environmental protection departments,effectively control all kinds of pollution sources,ensure the quality of the ecological environment,and achieve sustainable and healthy economic and social development.
