摘 要:工业固体废物纳入排污许可既是新固废法的要求,更是实现多环境要素“一证式”管理的需要。无废城市的建设,是持续深入打好污染防治攻坚战、全面向绿色低碳转型的重要步骤,更是固废纳入排污许可的重要推手。而当前我国采用活性炭吸附工艺治理挥发性有机物的比例达到50%以上。根据预测,到2025年我国的废活性炭产生量高达110万吨。以实现无废城市为目标,本文探索基于排污许可,借助产业数字化平台,构建活性炭“行政许可—感知回用—数字监管”的绿岛管理新模式。The inclusion of industrial solid waste into the pollutant discharge permit is not only the requirement of the new solid waste law,but also the need to realize the“one-certificate”management of multiple environmental elements.The construction of waste-free cities is an important step in the continuous and in-depth fight against pollution and the comprehensive green and low-carbon transformation.It is also an important driving force for solid waste to be included in pollutant discharge permits.At present,the proportion of volatile organic compounds treated by activated carbon adsorption process in China is more than 50%.According to the forecast,the amount of waste activated carbon produced in China will reach 1.1 million tons by 2025.In order to achieve the goal of no waste city,this paper explored a new model of green island management of activated carbon“administrative license-perceived reuse-digital supervision”based on pollutant discharge permit and industrial digital platform.
