休闲农业与乡村旅游项目点状供地发展策略研究

摘　　要：休闲农业和乡村旅游作为农村一二三产业的融合体,在促进农业提质增效、带动农民就业增收、扩大居民消费需求、传承农耕文明、建设美丽乡村、推动城乡一体化发展、实现共同富裕等方面发挥了重要作用。然而,休闲农业和乡村旅游产业发展长期面临建设用地尤其是新增建设用地保障难题,严重制约了产业发展。在分析宁波市休闲农业与乡村旅游用地现状及问题的基础上归纳“点状供地”发展模式,探讨发展策略,并以宁波市象山县为例开展“点状供地”类型引导分区,形成农村闲置房屋利用、乡村度假整体开发和点状布局单体开发三大类型分区,以期为乡村产业点状供地推广应用提供空间数据支撑。Leisure agriculture and rural tourism,as a fusion of primary,secondary,and tertiary industries in rural areas,have played an important role in promoting agricultural quality and efficiency,driving employment and income growth for farmers,expanding consumer demand for residents,inheriting agricultural civilization,building beautiful villages,promoting urban-rural integration,and achieving common prosperity.However,the development of leisure agriculture and rural tourism industry has long faced difficulties in securing construction land,especially newly added construction land,which has severely restricted its development.Based on the analysis of the current situation and problems of leisure agriculture and rural tourism land in Ningbo City,the article introduces the model of spot-like land supply,with relevant development suggestions.Taking Xiangshan County as an example to carry out different spatial guidance zoning of the spot-like land supply type,providing spatial data support for the promotion and application of spot-like land supply in rural industries.
