摘　　要：国家水网建设是水安全保障体系构筑的重要组成部分。在经济效益不明显的水网建设项目中,发掘区域水安全保障体系(包含水网项目)的经济效益是水网建设投融资市场化改革的核心逻辑。这需要在资产权益端和金融工具端进行相应改革,使二者相向而行、相互匹配,降低水网项目融资需求端和供给端之间的信息不对称和交易成本。同时,在具体实现以市场化资本助力水网建设过程中,要加快落实法治保障,培育均衡、绿色、安全的水利投融资理念,强化产权制度激励,加强金融监管和法律责任约束,以防范项目风险,畅通资金渠道,为国家水网建设顺利实施打好基础。The construction of the national water network is a crucial component of the water security assurance system.In projects where the economic benefits of water network construction are not immediately apparent,unlocking the economic benefits of the regional water security assurance system(including water network projects)becomes the core logic of market-oriented reform in investment and financing for water network construction.This necessitates reforms on both the asset equity and financial instrument sides,aligning and matching them to reduce information asymmetry and transaction costs between the demand and supply sides of water network project financing.Simultaneously,in implementing market-oriented capital for water network construction,it’s imperative to expedite legal safeguards,foster a balanced,green,and secure water conservancy investment and financing ethos,reinforce property rights incentives,intensify financial supervision,and uphold legal responsibilities to mitigate project risks,streamline funding channels,and lay a robust foundation for the seamless execution of national water network construction.
