摘　　要：构建一个合理且科学的考核体系,并引导地方政府更科学关注经济发展质量,是学术界亟须解决的重要问题之一。基于新开放宏观模型,通过构建一个包含地区竞争、市场分割及营商环境的动态随机一般均衡模型,从经济效率和经济福利两个维度来考察地方政府考核目标转变对经济发展质量的影响。研究发现:第一,传统考核机制会阻碍经济效率、经济福利水平的提升,地区竞争程度越大、市场分割程度越高、为优化营商环境努力程度越低,所引起的阻碍作用越明显;第二,在多元化考核机制下,地方政府短期目标导向能够缓解经济发展质量的负面影响,其中营商环境的优化有利于经济高质量的发展,但由于地区竞争与市场分割的存在,缓解作用并不能得到很好地释放。在经济高质量发展不断推进阶段,应尽快落实多元化考核机制,引导地方政府优化营商环境,并在一定程度上消除地区竞争与市场分割,以保证经济可持续发展。With China's economy having shifted from a stage of high-speed growth to a stage of high-quality development,it is urgent to guide local governments to direct their attention to the quality of economic development are problems to be solved with a reasonable and scientific assessment system.This paper first uses the provincial panel data of 30 provinces in the Chinese mainland except Tibet from 2007 to 2017 to conduct an empirical study.The empirical results show that the change in assessment mechanism does impact the quality of economic development.To further study the mechanism of action,this paper expands on the new open macroeconomic model,and a dynamic stochastic general equilibrium model(DSGE)including regional competition,market segmentation,and business environment is constructed to investigate the impact of the change of assessment objectives on the quality of economic development.The numerical simulation results of the model show that,firstly,the traditional assessment mechanism will hinder the improvement of economic efficiency and economic welfare,the greater the degree of regional competition,the more complete the market segmentation;and the lower the degree of effort to optimize the business environment,the more obvious the hindrance effect will be.Second,under the diversified assessment mechanism,the short-term goal orientation of local governments can alleviate the negative impact on the quality of economic development.Among them,optimizing the business environment is conducive to the high-quality development of the economy.However,due to regional competition and market segmentation,the mitigating effect cannot be well released.In the stage of continuous promotion of high-quality economic development,the diversified assessment mechanism should be implemented as soon as possible to give full play to the positive role of political incentives.Inter-regional cooperation should be promoted to turn regional competition into healthy competition,and achieve regional win-win.Local governments should be guid
