完善城市基本公交财政补贴机制的探讨

摘　　要：城市公交是为社会公众提供基本出行服务的公益性事业,是与人民群众生活息息相关的重大民生工程,是衡量各级政府执政为民的重要体现。推进城市公交实现可持续发展,对更好地保障和改善民生、深入推进基本公共服务均等化具有重要意义。近年来,各地公交企业普遍经营困难,多地出现公交停运事件,暴露了城市公交财政补贴机制有待完善等问题。本文通过分析当前城市公交财政补贴现状和问题,提出完善城市基本公交财政补贴机制的建议。Urban public transport is a commonweal undertaking that provides basic travel service for the public,is an important project of people's livelihood closely related to the people's lives,and is an important embodiment of measuring the governance of governments at all levels for the people.It is of great significance to promote the sustainable development of urban public transport to better protect and improve people's livelihood and to further promote the equalization of basic public services.In recent years,the public transport enterprises in various areas generally operating difficulties,many public transport outages,exposing the urban public transport financial subsidy mechanism to be improved and so on.This paper analyzes the current situation and problems of financial subsidies for urban public transport,and puts forward suggestions to improve the mechanism of financial subsidies for urban basic public transport.
