摘　　要：目的:通过测量和分析全国医院医疗服务效率趋势、结构和区域差异,为提升医疗服务效率和推动医院高质量发展提供建议。方法:运用Malmquist-DEA指数模型,研究全国医院医疗服务效率现状及趋势,对比分析各地区及其内部各省份医院医疗服务效率情况。结果:全国医院医疗服务效率整体基本平稳,效率提升主要靠技术进步推动,技术效率长期停滞不前。同时,地区之间、省份之间发展不均衡的矛盾比较突出。结论:应优化医疗卫生资源空间结构布局,重视医疗产出,推动分级诊疗,推动各地区和省份医院的平衡发展;要坚持创新驱动发展,重视运营管理,构建医院高质量发展新格局,大力挖掘技术效率潜力,持续稳步提升医院医疗服务效率。Objective:By measuring and analyzing the trend,structure,and regional differences in the efficiency of medical services in hospitals across the country,suggestions are provided for improving the efficiency of medical services and promoting high-quality development of hospitals.Methods:Using the Malmquist-DEA model,it studies the current situation and trend of medical service efficiency in hospitals across the country,compares and analyzes the efficiency of medical services in hospitals in various regions and internal provinces.Results:The overall efficiency of medical services in hospitals nationwide is basically stable,and the improvement of efficiency is mainly driven by technological progress.Technical efficiency has been stagnant for a long time,and at the same time,the contradiction of uneven development among regions and provinces is more prominent.Conclusion:The spatial structure layout of medical and health resources should be optimized,attention should be paid to medical output,graded diagnosis and treatment should be promoted,and the balanced development of hospitals in various regions and provinces should be promoted.It is needed to adhere to innovation driven development,attach importance to operational management,build a new pattern of high-quality hospital development,vigorously tap into the potential of technological efficiency,and continuously and steadily improve the efficiency of hospital medical services.
