摘　　要：强化政策保障和改革授权,是浙江高质量发展建设共同富裕示范区的客观需要。过去浙江以改革为动力,推动解决发展不平衡不充分问题走在全国前列,随着改革进入深水区,浙江进一步深化共同富裕领域改革面临不少法律限制、制度制约、跨域壁垒、利益博弈等束缚和挑战,亟须强化顶层设计的支持与授权。文章针对示范区存在的深层次体制机制掣肘,提出在扩中提低、要素双向流动、市场公平竞争、行政管理体制四个重点领域向上争取政策保障和改革授权事项。同时,创新工作方式方法,积极破除改革心理阻力、摩擦阻力、示范阻力、利益阻力,为示范区发展建设提供更强更持久的动力,为全国提供更多更好的浙江共同富裕先行的改革样本和制度经验。Strengthening policy safeguards and reform authorization is an objective necessity for the construction of a demonstration zone for common prosperity in Zhejiang's high-quality development.In the past,Zhejiang,driven by reforms,has been at the forefront of addressing imbalances and inadequacies in development nationwide.As reforms enter deeper waters,Zhejiang faces numerous legal restrictions,institutional constraints,cross-domain barriers,and challenges in interest coordination in further deepening reforms in the area of common prosperity.It is urgently needed to strengthen top-level design,support,and authorization.This paper addresses the deep-seated institutional constraints in the construction of the demonstration zone for common prosperity in Zhejiang's high-quality development.It seeks policy safeguards and reform authorization in four key areas:expanding and lowering the middle,two-way flow of factors,fair market competition,and administrative management system.At the same time,innovating work methods and actively eliminating resistance to reform,including psychological resistance,frictional resistance,demonstration resistance,and interest resistance,provide stronger and more enduring momentum for the development and construction of the demonstration zone.This will also offer more and better reform models and institutional experiences of Zhejiang's pioneering efforts in common prosperity for the whole country.
