“双环控制”视角下的公立医院高质量发展思考

摘　　要：公立医院是我国医疗服务体系的主体,是全面推进健康中国建设的重要力量。2021年6月,国务院办公厅发布《关于推动公立医院高质量发展的意见》,对公立医院高质量发展作出部署和要求,标志着公立医院进入了高质量发展的新阶段。各地各医院积极探索高质量发展的实践路径,推动公立医院高质量发展工作不断走深走实。文章基于“双环控制”理念,通过准确分析公立医院高质量发展过程中存在的“内外环”因素,并且思考公立医院应该如何利用好“双环”资源,能够更好地深入探讨促进公立医院高质量发展的思路与举措,助推公立医院高质量发展,为公立医院高质量发展提供理论依据。Public hospitals are the main body of China's medical service system,and are an important force in comprehensively promoting the construction of a healthy China.2021 In June,the General Office of the State Council Issued the Opinions on Promoting the High-quality Development of Public Hospitals,which made deployments and requirements for the high-quality development of public hospitals,marking that public hospitals have entered a new stage of high-quality development,and hospitals around the world have been actively exploring practical paths for high-quality development.The work of promoting the high-quality development of public hospitals continues to go deep and practical.Based on the concept of"double ring control",this paper analyzes accurately the"inner and outer ring"factors in the process of highquality development of public hospitals,and considers how public hospitals should utilize the"double ring"resources."resources,can better explore the ideas and initiatives to promote the highquality development of public hospitals,promote the high-quality development of public hospitals,and provide a theoretical basis for the high-quality development of public hospitals.
