摘　　要：在实施乡村振兴战略背景下,如何借助项目下乡的契机促进乡村治理有效,是学界亟须回答的重要问题。研究发现,项目下乡促进治理有效的关键是通过分配型民主治理激发基层民主活力。分配型民主治理是基层民主制度的有效实践,内含了农民被动员起来民主参与公共事务治理的过程。分配型民主治理包括两个过程:一是分配型动员,即以需求为导向分配项目资源,从而实现对农民的动员;二是过程性民主,即通过利益协商和公共权力的实践过程来实现民主治理。基层实践表明,通过竞争式资源分配、赋权式项目管理和自主性项目实践等方式实现分配型民主治理,是促进乡村治理有效的重要路径。In the context of the implementation of the rural revitalization strategy,how to promote effective rural governance through the opportunity of projects going to the countryside is an important question that needs to be answered urgently by the academic community.It is found that the key to effective governance through projects going to the countryside is to stimulate the vitality of primary-level democracy through distributive democratic governance.Distributive democratic governance is an effective practice of primary-level democracy,which implies the process of mobilizing peasants to participate democratically in the governance of public affairs.Distributive democratic governance consists of two processes:firstly,distributive mobilization,i.e.,demand-oriented distribution of project resources,thus realizing the mobilization of peasants;and secondly,process democracy,i.e.,the realization of democratic governance through the process of interest consultation and the practice of public power.Primary-level practice has shown that the realization of distributive democratic governance through competitive resource allocation,empowering project management and autonomous project practice is an important path to effective rural governance.
