县域创新何以成功:基于“场域—行动者”的解释框架——以A县“集体民宿”为例

摘　　要：地方政府创新并非易事,成功的创新也并非均质分布在每个政府层级。已有研究表明,县域创新的数量与质量都远高于其他层级。县域创新何以成功?既有研究未能给出充分回答。从“场域—行动者”框架来看,正是作为特殊场域的县域塑造了创新行动者的创新行为模式,形成了创新成功的内在机制。西南X省A县“集体民宿”案例表明,县域通过三重机制促成了县域创新的成功:一是动力生成机制,县域特殊的结构与团体特征激活了个体的创新动力;二是合作生产机制,县域统合性体制与战略性群体特征推动着创新中的集体行动;三是效果保障机制,互嵌的整体性县域资源与扁平的创新同盟的灵活行动,保障了创新行动的创新绩效。Local government innovation is hard,and successful innovation is not evenly distributed at every government level.Previous studies have shown that the quantity and quality of county-level innovation are much higher than those of other levels.Why can county-level innovation succeed?Existing research has not provided an answer.Based on“domian-actor”framework,this article can examine how counties,as special domain,shape the innovative behavior patterns of innovative actors,thereby promoting the mechanisms of innovation success.Through the analysis of the case of“collective homestay”in County A of a certain province in Southwest China,it is found that the county has successfully produced county-level innovation through three mechanisms.Firstly,the power generation mechanism,where the unique structure and group characteristics of the county-level activate individual innovation motivation.The second is the cooperative production mechanism,where the county-level integrated system and strategic group characteristics drive collective action in innovation.The third is the effectiveness guarantee mechanism,which integrates integrated county resources and flexible actions of flat innovation alliances,ensuring that innovation actions can be transformed into innovation performance.
