城市治理中的数字鸿沟何以跨越:基于数字包容的治理向度

摘　　要：数字技术的深度嵌入推动着城市治理领域的智慧升级,却也加剧了数字鸿沟。数字鸿沟本质上是由技术、数据和算法推动的权力重构与转移,引发了一系列的负面影响,具体表现为数字控制形成对弱势群体的权利束缚,数字负担造成公共服务的供需失衡,数字排斥影响民众数字化的公共参与,以及数字不平等导致治理主体间“权力—权利”关系的失衡。有效治理数字鸿沟需要发展数字包容治理框架,从技术包容、场景包容、结构包容和制度包容等维度着手,强化社会弱势群体的数字连接,以场景为治理载体提升技术与服务的适配性与恰当性,同时借助政府机制、市场机制与社会机制促进城市治理中“权力—权利”关系的平衡,并从国家制度保障层面加强数字包容的发展战略、提供包容性的治理规则,最终实现数字技术价值的普惠与共享,从数字鸿沟走向数字机遇。The deep embedding of digital technology promotes the intelligent upgrading of the field of urban governance,but also aggravates the digital divide.The development of digital divide in the era of intelligence essentially reflects the power reconstruction and transfer triggered by technology,data and algorithms,which has led to a series of negative impacts,including digital control forming rights bondage for vulnerable groups,digital burden causing the imbalance between supply and demand of public services,digital exclusion affecting public digital participation,and digital inequality leading to the imbalance of the“power-right”relationship among governance subjects.The transformation of the underlying logic of the digital divide requires in-depth exploration of the governance strategy of the digital divide.Effective governance of the digital divide requires the development of a digital inclusive governance framework,starting from the dimensions of technology inclusion,scene inclusion,structural inclusion and institutional inclusion,enhancing the digital connectivity of socially vulnerable groups,and using“scene”as the governance carrier to improve the adaptability and appropriateness of technologies and services.At the same time,the government mechanism,market mechanism and social mechanism are used to promote the balance of the“power-right”relationship in urban governance,and strengthen the development strategy of digital inclusion and provide inclusive governance rules from the level of national institutional guarantee,and finally realize the inclusive and shared value of digital technology,from the digital divide to the digital opportunity.
