摘　　要：中国新型政党制度能够有力推进全过程人民民主的发展。它坚持人民至上的价值取向,按照民主集中制原则构建起中国政党政治的民主链条,将人民当家作主理念融入中国政党政治的运行过程之中,形成了不同于西方单一“选举民主”的政治逻辑。依据中国新型政党制度的功能定位和运行程序,可以把中国新型政党制度推进全过程人民民主的实践机制,划分为党的领导机制、政治协商机制、议政建言机制、合作共事机制和民主监督机制。基于政治过程的分析视角,明确中国新型政党制度推进全过程人民民主发展的路径,有助于坚定全过程人民民主的正确政治方向,不断提升民主协商的实效性、民主决策的科学性、民主管理的参与性和民主监督的柔韧性。The political party system is a major component of a country’s political framework and makes a critical contribution to modern democracy.China’s political party system is a system of multiparty cooperation and political consultation under the leadership of the Communist Party of China(CPC).It is a major institutional channel for socialist consultative democracy through which the people’s position as masters of the country is ensured.In the democratic practice of socialist party politics in China,political parties are not tools for elections but they are main body of democratic governance,playing essential political functions in representing the people’s interests,expressing the people’s demands,and realizing the people’s will.China’s political party system adheres to the value orientation of putting the people first.It builds a democratic chain of party politics in China according to the principle of democratic centralism,integrating the concept of the people as masters of the country into the operation process of China’s party politics,forming a political logic distinct from Western“electoral democracy”.Under the centralized and unified leadership of the CPC,democratic consultation,democratic decision-making,democratic management,and democratic supervision are interconnected throughout the procedures,mechanisms,and paths of China’s political party system,which can build a party political process that leverages the advantages of people’s democracy.Specifically,the CPC’s leadership is the fundamental guarantee of Chinese democracy and China’s political party system.Democratic consultation is an important step in building political consensus,while democratic decision-making is an inevitable way to enhance the quality of political decisions.Democratic management serves as a means of participating in the country’s political life,and democratic supervision acts as a feedback process for regulating the exercise of power.Based on the functional positioning and operational procedures of Chin
