摘　　要：自主可控是保护信息安全的标准之一,在自主可控的环境下实现电子文件的安全归档,对保护和利用档案资源具有十分重要的意义,也是档案领域响应国家战略的重要体现。文章立足于新时代中国特色社会主义现代化强国建设的总体目标,通过对自主可控的相关政策、归档实践以及文件归档理论分析得出了基于自主可控的电子文件归档的生成逻辑,并提出了以自主创新、安全可控为主要特征的自主可控的电子文件归档的内涵,指出在自主可控的国家战略下电子文件归档的管理应当保障技术环境的可信、归档过程的可控以及政策环境的完善。自主可控作为进一步优化电子文件归档流程,实现“前端控制”,引领档案工作创新发展的必由之路,也是电子文件归档发展的新方向。Autonomous and controllability is one of the standards for protecting information security.Achieving safe archiving of electronic documents in an autonomous and controllable environment is of great significance to the protection and utilization of archival resources.It is also an important manifestation of the archives field's response to national strategies.Based on the overall goal of building a modern and powerful socialist country in the new era,the article analyzes the connotation of electronic document archiving under the background of independent and controllable strategies,and points out that independent and controllable electronic document archiving is the product of the two-way interaction between national strategy and electronic document archiving theory.and based on the new development concept,it sorted out the characteristics of independent innovation,security and controllability of electronic document archiving under the background of independent and controllable strategies,and pointed out that the management of electronic document archiving under the independent and controllable national strategy should ensure the trustworthiness of the technical environment and the archiving process.controllable and improve the policy environment.This is the only way to further optimize the electronic document archiving process,achieve"front-end control",and lead the innovative development of archival work.It is also a new direction for electronic document archiving.
