区域抗震防灾规划框架研究

摘　　要：特大地震灾害具有区域性、破坏性大、成灾面积广等特征,依靠单个城市难以有效应对,因此,需要从区域层面研究特大地震灾害防御的规划方法与措施。文中分析了区域抗震防灾规划在国土空间规划体系下的定位及与各类国土空间规划之间的衔接关系,构建了由风险管控体系、防灾设施体系、联动联防体系、防灾行动体系组成的四位一体的区域抗震防灾规划框架。为提升区域抗震防灾综合能力,开展区域抗震防灾规划工作提供借鉴。Major earthquake disasters are characterized by regionalism,great destruction and wide disaster area,and it is difficult to effectively deal with them by relying on traditional single cities.Therefore,it is necessary to study earthquake prevention planning for major earthquake disasters at the regional level.This paper discusses the positioning of regional seismic disaster prevention planning under the national space planning system,as well as the connection relationship between regional seismic disaster prevention planning and various types of national space planning.A four-in-one regional seismic disaster prevention planning framework is proposed,consisting of risk management and control system,disaster prevention facility system,joint prevention system,and disaster prevention action system.The comprehensive ability of regional earthquake prevention has been improved,which is of the reference significance for the development of regional earthquake prevention work.
