县域医共体提升基层医疗卫生机构服务能力的研究

摘　　要：目的:分析浙江省县域医共体建设对提升基层医疗卫生机构服务能力的作用及机制,为进一步深化县域医共体改革提供政策建议。方法:通过定量分析和定性访谈,收集并分析基层医疗卫生机构在县域医共体建设前后的各项服务能力指标。结果:实施县域医共体建设后,样本卫生院整体服务能力的平均合格率、平均优秀率分别提升了17.72、21.10个百分点,功能任务和资源配置、基本医疗和公共卫生服务、业务管理和综合管理方面的指标得分也得到提高。结论:县域医共体建设提升了基层医疗卫生机构的整体服务能力,但仍需进一步完善体制机制建设,促进县域医共体和基层医疗卫生机构的高质量发展。Objective To analyze the role and mechanism of county-level medical community construction in Zhejiang Province on enhancing the service capacity of primary healthcare institutions,and to provide policy suggestions for further deepening the reform of county-level medical community.Methods Through quantitative analysis and qualitative interviews,various service capacity indicators of primary healthcare institutions were collected and analyzed before and after the construction of county medical community.Results After the implementation of county-level medical community construction,the average qualification rate and average excellence rate of the overall service capacity of the sample health centers had increased by 17.72 and 21.10 percentage points,respectively.The scores of the indicators of functional tasks and resource allocation,basic medical and public health services,business management and comprehensive management were also improved.Conclusion The construction of county-level medical community has improved the overall service capacity of primary health care institutions.But there is still a need to further improve the construction of systems and mechanisms to promote the high-quality development of county-level medical community and primary healthcare institutions.
