摘　　要：相较于我国城市规划实践的丰富积累,本土化的理论发展难称丰硕,规划行业热衷于批判不符合规划逻辑的城市发展现象,却难以将其组织成为系统性的知识,更无法解释这些现象为什么产生。文章以信用理论为基础,阐述了一个描述我国制度下城市规划属性的理论框架—城市规划是一种为城市创造信用的工具。在这一框架内,城市规划通过弥补制度缺陷将国家意志通过权力、生产、货币3个维度向具体城市空间传递,促成了地方政府服务、生产要素集聚、商业信用融通之间相互强化不断发展的双向循环,进而促进了城市经济的繁荣,使城市空间具备了信用属性。但是,任何城市信用的扩张都必须在未来有相应的持续性收入作为保证,否则城市就会陷入信用破产的危机,文章最后简要分析了我国城市信用扩张中潜藏的危机,并提出了两点政策性建议。Compared with the rich accumulation of urban planning practice in China,the localized theoretical development is hardly fruitful.The planning industry is keen on criticizing urban development phenomena that do not conform to planning logic,but failed to organize them into systematic knowledge,let alone explain why these phenomena occur.Based on the theory of credit,this paper expounds a theoretical framework to describe the attributes of urban planning under the system of China:urban planning is a tool to create credit for cities.Within this conceptual framework,urban planning acts as a conduit,channeling the state's intent through the triad of power,production,and currency directly into the fabric of urban spaces,thereby addressing and rectifying institutional shortcomings.This process catalyzes a symbiotic and everevolving cycle among the services provided by local governments,the aggregation of production factors,and the facilitation of commercial credit.Such dynamics serve to bolster the urban economy's vitality,endowing urban spaces with valuable credit attributes.Nevertheless,it is imperative that any expansion of urban credit is underpinned by sustainable future income streams;absent this,cities risk descending into a credit bankruptcy crisis.This paper concludes by examining the looming challenges in the expansion of urban credit within China and proposes a duo of policy recommendations aimed at navigating these turbulent waters.
