摘　　要：随着日本核废水排海,部分国家开始对来自日本的船舶压舱水进行严格监管。本文通过总结分析我国口岸入境船舶压舱水管理现状及存在的问题,从理清政府部门职责、细化立法及标准、完善港口软硬件建设、加强执法协作配合等方面提出建议,旨在严格船舶压舱水监管,维护海洋生态环境,保护生物安全及人类健康。With the discharge of nuclear waste water in Japan,some countries began to carry out strict supervision of ship ballast water loaded from Japan.Based on the summary and analysis actual situation of management and problems existed on ballast water of entry ships at ports in China,this paper analyzed the present situation of ballast water management and the existing problems,some suggestions had been put forward in the following aspects,clarifying the responsibilities of government departments,refining legislation and standards,improving port hardware and software construction,strengthening law enforcement cooperation,in order to strictly supervise the ballast water of ships,maintain the marine ecological environment,protect the biosecurity and human health.
