摘　　要：社会组织参与建设运营民间图书馆是对公共文化服务建设的有益补充。采用网络调查与案例分析法,对6个社会组织建设运营民间图书馆的实践进行研究。从组织内部延展至行业生态,解构社会组织建设运营民间图书馆实践中的馆藏资源建设、人才体系建设、科学技术应用与阅读推广开展四大要素,研究发现:虽然社会组织建设运营下民间图书馆更具活力,但在资源供给规模与质量、人才专业性与稳定性等方面存在问题。下放民间图书馆馆藏权限与推动图书共享、开展全职业周期式民间图书馆人才培养、推进民间图书馆资源和管理数字化转型升级、举办自助活动和拓展民间图书馆服务对象、融入图书馆总分馆体系与挖掘行业内资源等是社会组织建设的民间图书馆的高质量发展策略。The involvement of social organizations in the construction and operation of non-government funded libraries is a valuable complement to the development of public cultural services.This paper examines the practice of constructing and operating non-government funded libraries by six social organizations,using online research and case analysis methods.It deconstructs the four elements of construction of library collection,personnel system,technology application and reading promotion of non-government funded libraries from the internal organization to the industry ecology.The research finds that non-government funded libraries,despite experiencing increased dynamism through the construction and operation of social organizations,still faces challenges pertaining to resource supply scale and quality,professional talent acquisition,as well as stability.The high-quality development strategies of non-government funded libraries constructed by social organizations include:delegating the authority to book purchase,promoting book sharing,conducting personnel training for the career cycle,promoting digital transformation of library resources and management,organizing self-service activities and expanding the service objectives of non-government funded libraries,integrating into central-branch library systems,as well as exploring the resources of non-governmental library industry.
