摘  要:英国是世界上新能源发电接入率最高的国家之一,新型电力系统的特点在英国已经较为明显。英国总调在频率管理方面的成果和经验对中国新型电力系统建设有很高的借鉴价值。首先研究分析了英国总调在新型电力系统建设中,在频率管理方面遇到的风险及其产生机理。然后研究分析了英国总调应对风险的方案和实践经验。最后,研究分析了英国总调在频率管理方面的方案和实践经验对中国新型电力系统建设中频率管理的启示。参照英国的频率管理体系和辅助服务市场建设路径,中国应当重点关注频率管理体系的完善、系统惯量需求的研究和频率支撑技术的研发及应用。此外,应提前布局相关标准,避免分布式电源大面积脱网的风险。The United Kingdom(UK)stands out as one of the countries with the highest penetration of renewable generation globally,and the distinct features of the new power system have already been apparent in the UK.Exploring the achievement and experience of National Grid Electricity System Operator(ESO,the operator of UK power grid)in terms of frequency management holds great reference value for the construction of China’s new power system.Firstly,the risks and mechanisms underlying frequency management challenges faced by the ESO in the construction of the new power system were investigated.Subsequently,the strategies and practical experiences adopted by the ESO to address these risks were analyzed.Finally,insights were explored regarding the ESO’s approaches and practical experiences in frequency management,to provide valuable lessons for frequency management in the construction of our country’s new power system.Following the UK’s frequency management mechanism and construction roadmap of the ancillary service market,China could focus on improving the frequency management mechanism,investigating the system inertia requirements,and development and application of frequency support technologies.Moreover,developing the standards in advance to avoid the trip risk of large amounts of distributed generation.
