中国共产党适应性改造的历史政治学变迁逻辑——以中南区的建立与撤销为分析中心

摘　　要：适应性是检视政治组织制度化水平的重要侧面,某一政治体系对组织的适应水平越高,制度化程度就越强。政党适应性的改革与发展依赖于政党自我变革,通过不断调适组织要素以适应内外部环境的变化。增强政党适应性的能力是保持政党先进性和创造性的客观要求,中国共产党的适应性改造贯穿于建立政权与巩固政权的全过程。中南区这一过渡性组织形式的建立与撤销集中反映了中国共产党作为政党组织的适应性改造方向。中国共产党的组织合法性建设,实现了从巩固政权稳定到加强集权建设的目标,最终进一步适应了经济建设的发展。围绕中南区建立与撤销的机构演化,中国共产党不仅完成了权力集中统一,稳定了新生人民政权,而且恢复了社会经济发展,提高了党的执政能力、组织能力和制度化水平。Adaptability is an important aspect of examining the level of institutionalization of political organizations.The higher the level of adaptation of a political system to an organization,the stronger its degree of institutionalization.The reform and development of political party adaptability run through the process of political party self transformation and continuous adjustment of organizational elements to adapt to changes in internal and external environments.Enhancing the adaptability of political parties is an objective requirement to maintain the progressiveness and creativity of political parties.The adaptive transformation of the CPC runs through the whole process of establishing and consolidating political power.The establishment and revocation of the transitional organizational form in the Central South District reflects the adaptive transformation process of the CPC as a political party organization.The organizational legitimacy construction of the CPC runs through the whole process from consolidating the stability of the political power to strengthening the centralized construction,and finally further meets the needs of economic construction.In a sense,the institutional evolution of the establishment and revocation of the Central South Area has not only completed the centralization and unification of power,consolidated the new people's political power,but also restored social and economic development,and improved the Party's governing ability,organizational ability and institutionalization level.
