药房精细化管理模式在集采药品中的建立与实践

摘　　要：自2018年起,由国家组织的“4+7”集中采购逐步启动,随后我国的集中采购在点、面、规模以及层次方面不断全面推进,并采取“带量采购,以量换价、招采合一、保证使用、确保质量、保障供应、保证回款、降低交易成本”等方法,为患者提供质优价廉的试点药品,让改革成果惠及更多群众,通过优化有关政策措施,保障中选药品长期稳定供应,引导医药产业健康有序和高质量发展。但集采药品管理工作中仍存在亟待解决的问题,本文通过对常州市某三甲医院药品集采管理工作的实践情况分析,引入精细化管理这一新型管理模式,强调管理流程与细节,以期消除管理中的浪费和冗余的环节,聚焦于相关措施的制定和实施,制度的更新以及信息化支援这三个方面,并将其分享供医疗机构参考。Since 2018,the"4+7"centralized procurement organized by the state has gradually started,and then China's centralized procurement has been continuously promoted in terms of point,area,scale,and level.It adopts the methods of"procurement with quantity,price in exchange for quantity,integration of procurement and bidding,ensuring use,ensuring quality,ensuring supply,ensuring payment,reducing transaction costs",etc.,to provide patients with high-quality and affordable pilot drugs,so that the reform results can benefit more people.Through optimizing relevant policies and measures,it can ensure the long-term stable supply of selected drugs,guide the healthy,orderly and high-quality development of the pharmaceutical industry.However,there are still some problems that need to be solved in the management of centrally procured drugs.This article analyzes the practice of drug centralized procurement management in a tertiary hospital in Changzhou,introduces a new management model of fine management,emphasizes management processes and details,in order to eliminate waste and redundant links in management,focuses on the formulation and implementation of relevant measures,system updates,and information support,and shares it for medical institutions to refer to.
