Agricultural Empowering China:theoretical and Empirical Evidence

摘　　要：农业强国是实现乡村振兴战略和中国社会经济可持续发展的关键。为此,本文一方面从理论层面系统且全面阐释了农业基础论向农业强国论的转变,充分体现了农业在中国式现代化进程中所扮演的重要角色。另一方面,基于中国国家层面的宏观统计数据,不仅利用农业的产品、市场、要素与外汇四大经济贡献论证了农业是可以实现强国的;而且分别从农业的后向关联、前向关联与行业波及效应视角进一步验证了农业带动是如何实现农业强国的。同时,本文强调加快推进农业强国建设的步伐,务必要充分发挥出农产品加工作为农业强国的重要拉力、农业科技创新作为农业强国的驱动力、农业要素市场化改革作为农业强国的新动能以及农民收入增长作为农业强国的基石等的重要作用。Empowering the country with agriculture is the key to realize the rural revitalization strategy and the sustainable development of China’s society and economy.Therefore,on the one hand,this paper systematically and comprehensively explains the strategic transformation from“agriculture as foundation”to“agriculture empowering the country”,which fully reflects the important role of agriculture in the process of Chinese-style modernization.On the other hand,based on China’s macro statistics at the national level,this paper not only uses the four major economic contributions of agricultural products,markets,factors and foreign exchange to demonstrate that agriculture can empower the country,but also further verifies how the agricultural drive can realize the goal of agriculture empowering the country from the perspective of backward correlation,forward correlation and industry ripple effect of agriculture.At the same time,this paper emphasizes that to accelerate the pace of building China into an agricultural power,we must give full play to the important roles of agricultural product processing as an important pulling force,agricultural science and technology innovation as a driving force,agricultural factor marketization reform as a new driving force,and the growth of farmers’income as the cornerstone.
