国土空间规划体系下全域基础教育设施布局规划探索——以南安市为例

摘　　要：传统专项规划编制与总体规划、详细规划存在衔接不够充分,导致各类要素供需不匹配。伴随着国土空间规划体系构建并不断实践,新的编制理念和技术方法促进专项规划有效落实。针对南安市教育设施布局存在的问题,面向全域全要素的要求,以国土空间总体规划为基础,采用“摸清底图底数—主体功能导向—预测服务人口—框定设施标准—合理规划布局—搭建一张图”的编制、管理模式,充分保证全域基础教育设施布局的科学性,有效促进全域基础教育均衡发展,以期为国土空间规划背景下其他专项规划实践提供技术参考。There is insufficient connection between the traditional special planning and the overall planning and detailed planning,which leads to a mismatch between the supply and demand of various elements.With the construction and continuous practice of territorial spatial planning systems,new compilation concepts and technical methods contribute to the effective implementation of special plans.This article is based on the existing problems in the layout of educational facilities in Nan an City,facing the requirements of the entire region and all elements.Based on the overall planning of national land space,the article adopts a compilation and management model of"understanding the basic base,guiding the main functions,predicting the service population,framing facility standards,reasonable planning and layout,and building a"one map"to fully ensure the scientificity of the layout of basic education facilities in the entire region and effectively promote the balanced development of urban and rural basic education,To provide technical references for other specialized planning practices in the context of national spatial planning.
