“情指勤舆”一体化机制在电信诈骗案件侦查中的应用

摘　　要：随着大数据时代的到来,电信诈骗犯罪案件呈现逐渐增长趋势。破解电信诈骗案件侦防难题,须建立既懂技术又懂侦查的专业队伍,构建区域公安部门之间的协作机制,建立公安机关与电信、银行等行业的数据信息共享机制。为了有效打击电信诈骗,公安机关积极探索,形成了情报、指挥、勤务、舆情多部门一体化协同办案机制,并将其深度应用到电信诈骗案件侦查中。为了使“情指勤舆”一体化机制在电信诈骗案件侦防中得到更好应用,可以通过构建情指精控、情勤对接、舆情预警、分析研判一体化实战模式,提升公安机关电信诈骗案件侦办效能,增强人民群众自身预防电信诈骗的能力。With the advent of the big data era,telecommunications fraud cases have shown a gradual growth trend.To solve the problem of detecting and preventing telecommunications fraud cases,it is necessary to establish a professional team that understands both technology and investigation,build a collaboration mechanism between regional public security departments,and establish a data and information sharing mechanism between public security agencies and telecommunications,banking and other industries.In order to effectively combat telecommunications fraud,the public security organs have actively explored and formed an integrated collaborative case handling mechanism among intelligence,command,service and public opinion departments,and have deeply applied it to the investigation of telecommunications fraud cases.In order to make the integrated mechanism of“intelligence,command,service and public opinion”better applied in the detection and prevention of telecommunications fraud cases,we can build a practical model of precise control of intelligence and command,docking between intelligence and service,early warning of public opinion,and integration of analysis and judgment,to improve the case investigation efficiency of public security organs and enhance the people’s ability to prevent telecommunications fraud.
